Photographing Emirati nationals (recognisable by traditional dress โ kandura/thobe for men, abaya/hijab for women) without explicit consent is taken very seriously and is one of the most common ways tourists get into legal trouble in Dubai. Always ask, and accept "no" gracefully.

Photographing children (other than your own) at the beach or pool without their parents' explicit consent is completely unacceptable everywhere, and carries additional legal risks in the UAE's framework. Never photograph other people's children.

Any photography in changing facilities, bathrooms, or shower areas is illegal. This is universal to every jurisdiction, but worth stating explicitly.

Drone Rules at Dubai Beach Clubs
Drone flying in Dubai is regulated by the UAE General Civil Aviation Authority (GCAA) and requires registration and permits for most commercial and recreational use. Flying a drone over a private beach club without a permit is illegal, and beach clubs are privately owned premises that have the right to prohibit drone use on their property regardless of GCAA permits.
The GCAA has designated specific drone flying zones in Dubai โ these do not include private beach club or hotel areas. Even with a valid GCAA permit, flying over the Palm Jumeirah, the Dubai Marina, or JBR waterfront areas typically requires additional airspace authorisations that are not easily obtained as a tourist.

A full professional DSLR with a telephoto lens is a different matter. Use your judgment: if your setup looks like you're there to work rather than to enjoy your day, make the arrangement in advance.
How to Ask for Permission to Photograph
If you want to include other guests in your photography โ perhaps asking someone to take a photo of your group, or wanting to capture an atmospheric shot that includes nearby guests โ asking politely in English is universally understood in Dubai's tourist-facing venues. A simple "Would you mind if I include you in this photo?" with your phone screen showing the composition is clear, respectful, and almost always received well.
If someone says no โ verbally, through a gesture, or by turning away โ accept it immediately and move on. In Dubai's legal context, continuing to photograph after a "no" is particularly inadvisable.
